Supreme Council of Universities Congratulates President Abdel Fattah El-Sisi and the Egyptian People on the 13th Anniversary of the June 30 Revolution

The Supreme Council of Universities held its regular meeting under the chairmanship of Prof. Abdelaziz Konsowa, Minister of Higher Education and Scientific Research, in the presence of Prof. Mostafa Refaat, Secretary of the Council, and the Council members, at the Ministry’s headquarters in the New Administrative Capital.
At the beginning of the meeting, the Council extended its congratulations to H.E. President Abdel Fattah El-Sisi and the Egyptian people on the occasion of the 13th anniversary of the June 30 Revolution, wishing continued prosperity, security, and stability for Egypt.
The Minister also directed universities to complete all necessary maintenance work for laboratories and university facilities before the start of the 2026/2027 academic year to ensure the quality of the educational process.
Prof. Konsowa emphasized the importance of continuing sports, artistic, cultural, social, and training activities during the summer vacation while providing greater support for talented students to maximize youth potential.
He further stressed the need to transform scientific research outcomes into market-oriented products that contribute to the national economy, while promoting innovation and entrepreneurship and aligning research activities with national development priorities and societal needs.
The Minister praised Egypt’s remarkable progress in international university rankings, highlighting the inclusion of 29 Egyptian universities in the U.S. News Best Global Universities Rankings 2026–2027, with 23 universities ranked among the world's top 1,000 institutions. He also noted that 18 Egyptian higher education institutions were listed in the QS World University Rankings 2027, while the 2025 Journal Citation Reports (JCR) issued by Clarivate included 60 Egyptian scientific journals. In addition, 45 Egyptian universities were featured in the Times Higher Education Impact Rankings 2026, which assess universities based on their contribution to achieving the United Nations Sustainable Development Goals (SDGs).
The Minister called for continued support for researchers to increase publication in high-impact international journals, thereby strengthening the global competitiveness of Egyptian universities.
The Council reviewed a report outlining the Ministry’s most significant activities during June. Among the highlights was President Abdel Fattah El-Sisi’s meeting with Prime Minister Dr. Mostafa Madbouly and Minister Abdelaziz Konsowa to review the Ministry’s vision and strategic plan aimed at positioning Egypt as a regional and international hub for higher education, scientific research, and innovation. The meeting also addressed faculty capacity building, enhancement of academic and administrative performance, strengthening the linkage between scientific research and industry, implementation of the Ministry’s healthcare projects, expanding the internationalization of Egyptian higher education, launching internationally competitive university models, increasing joint academic programs with leading global universities, and promoting cross-border institutional partnerships.
The Prime Minister also met with the Minister to review progress on the Executive Status of Ain Shams University Medical City and follow up on several presidential directives, including the development of Tier-1 Egyptian university models, expansion of Egyptian university branches abroad, the Future Skills Academy, and the Global Cancer Center 500500 project.
As part of his official visit to France to strengthen scientific cooperation and innovation partnerships, the Minister visited the Paris-Saclay University Science and Technology Cluster, participated in Viva Technology 2026, one of the world's leading technology and innovation exhibitions, and attended a high-level meeting hosted by the Embassy of Egypt in Paris with representatives of French universities, research institutions, and the French Ministry for Europe and Foreign Affairs to discuss expanding academic cooperation. He also met with Dr. Khaled El-Anany, Director-General of UNESCO, to discuss cooperation in higher education, scientific research, innovation, and the establishment of a UNESCO Category One Center in Egypt.
The report further highlighted the signing of several cooperation protocols, including:

A joint protocol between the Ministries of Higher Education and Labor to offer accredited professional diploma and master's programs in occupational safety, health, and human resources.

A cooperation agreement between the British University in Egypt and the International University Sports Federation to launch the Middle East's first Master's program in Sports Management.

A protocol between the Egyptian Military Academy and the Academy of Scientific Research and Technology to enhance cooperation in scientific research, innovation, and support for SMEs.
The Minister also met with vice presidents of universities for community service and environmental development, as well as directors of university hospitals, to discuss expanding integrated development convoys throughout Egypt and increasing outreach missions to African countries. He also received the President of the Egyptian Authority for Quality Assurance and Accreditation (ETQAN), inaugurated the 32nd Board of Trustees meeting of the Egypt-Japan University of Science and Technology via video conference, met with the Minister of Planning and Economic Development to enhance cooperation in innovation and entrepreneurship, and discussed joint development projects with the Governor of the Red Sea Governorate.
As part of his field visits, the Minister toured the Egypt-Japan KOSEN Institute in 10th of Ramadan City in cooperation with JICA, and inspected the new campus of the French University of Egypt in El Shorouk City to monitor construction progress.
The report also highlighted the inauguration of several medical facilities at the National Cancer Institute following extensive development supported by the Central Bank of Egypt and the banking sector. The Minister also attended the launch of the first Mediterranean Technical and Vocational Education Forum, participated in the announcement of Egypt’s labor market demand analysis for the first quarter of 2026, met with faculty members of Cairo University's Faculty of Medicine, inaugurated new university facilities, and opened the sixth edition of the "Khutwa 2026" Employment Forum.
The Minister further participated in Egypt’s first event dedicated to increasing private sector participation in the Horizon Europe Programme, attended the Start Summit 2026 at the Grand Egyptian Museum, honored outstanding student volunteers in university social solidarity units, and participated in a parliamentary session of the House of Representatives' Committee on Education and Scientific Research.
To strengthen international relations, the Minister received senior delegations from Romania and the Democratic Republic of the Congo, met with representatives of Oxford Brookes University regarding establishing a branch campus in Egypt, reviewed developments concerning the Mediterranean University project in Alexandria, and met with Microsoft Egypt and Middle East executives to enhance cooperation in digital transformation and artificial intelligence.
The Council also received a presentation by Ambassador Hisham Badr, General Coordinator of the National Initiative for Smart Green Projects, highlighting the initiative’s objectives, including accelerating the transition to a green economy, promoting innovation and environmental responsibility, creating a national database of smart green projects, connecting projects with funding institutions, and encouraging universities and research centers to submit projects before the end of August.
A presentation by Prof. Ghada Farouk, Vice President of Ain Shams University for Education and Student Affairs and Rapporteur of the Higher Committee for Comprehensive University Development Convoys, reviewed the committee’s strategic vision focused on ensuring equitable geographic distribution of convoys, extending development efforts to Upper Egypt, border regions, Nile Basin countries, and Africa, while transitioning from temporary initiatives to sustainable development programs.
The Council also reviewed a presentation by Dr. Omar Salem, Director of the Electronic and Knowledge Services Center at the Supreme Council of Universities, introducing a comprehensive framework for evaluating university performance based on strategic plans to support continuous institutional improvement and enhance national and international rankings.
Dr. Adel Abdel Ghaffar, Media Advisor and Official Spokesperson of the Ministry, announced that the Council approved the formation of the Higher Coordination Committee for the 2026/2027 academic year.
The Council also reviewed executive procedures related to the allocation of 16,000 feddans in New Valley Governorate to the Ministry of Higher Education and Scientific Research for research purposes benefiting Egyptian universities.
Prof. Nasser El Gizawy, President of Benha University, presented a report on the university’s current and future solar energy projects as part of its strategy for energy efficiency and gradual transition to renewable energy.
Prof. Sherif Khater, President of Mansoura University, reviewed the university’s strategy for reducing energy and fuel consumption, maximizing natural lighting, improving water efficiency, and supporting environmental sustainability.
The Council further reviewed a report presented by Prof. Sherif Saleh, President of Port Said University, highlighting the university’s achievements during the 2024/2025 academic year, including digital transformation, international rankings, international cooperation, international students, student activities, and development projects across academic, research, community, and administrative sectors.
Finally, the Council followed up on universities’ efforts to develop comprehensive plans for enhancing Faculty and Leadership Development Centers to ensure they effectively meet contemporary training needs and institutional objectives. It also reviewed the technical procedures implemented by the Electronic and Knowledge Services Center to issue the Fundamentals of Digital Transformation Certificate (FDTC) in a secure digital format that enables easy verification of authenticity.
